About Constable Salter

Richard Salter III currently serves as a Deputy Pennsylvania State Constable in Chestnuthill Township, Monroe County, Pennsylvania. With nearly two decades of experience in public service, judicial operations, court-related services, and law enforcement support functions, he has earned a reputation for professionalism, integrity, accountability, and dependable service throughout the Commonwealth of Pennsylvania.

Constable Salter began his career in 2008 when he was appointed to fill a vacant Constable position in Eldred Township, Monroe County. Following his appointment, he successfully sought election to the office in 2009 and continued earning the trust and confidence of the community through multiple terms of service. He faithfully served the residents of Eldred Township until 2021, when he resigned following his relocation from the municipality.

Shortly after relocating, Richard launched a write-in campaign to serve as the elected Constable for Lower Towamensing Township in Carbon County. The extraordinary support he received from voters reflected the confidence and trust he had built throughout his career. He subsequently served as Lower Towamensing Township's elected Constable until late 2024, when he once again resigned after purchasing a new home and relocating back to Monroe County.

Committed to continuing his service to Pennsylvania's citizens and visitors, Constable Salter was subsequently appointed as a Deputy Pennsylvania State Constable in Chestnuthill Township. In a unique full-circle moment, the elected Constable who appointed him had previously been mentored by Salter during the early stages of his own Constable career. Given Richard's extensive experience, leadership background, professional reputation, and commitment to ethical public service, the appointment was a natural fit.

Beyond his field duties, Richard has dedicated significant efforts toward advancing professionalism, accountability, training, and public confidence within the Pennsylvania Constabulary.

Recognizing both the untapped potential of Pennsylvania Constables and the challenges that often limited collaboration between Constables and other criminal justice agencies, Richard developed the concept for what would become the Monroe County Constable Task Force & Accreditation Program. His vision was to create a voluntary professional standards and accreditation framework designed to enhance training, accountability, appearance, operational readiness, and public trust while strengthening relationships between Constables and law enforcement agencies.

After presenting the concept and a comprehensive program proposal to the Monroe County District Attorney's Office, the initiative received strong support and was officially adopted as a program of the Monroe County District Attorney's Office. Richard was subsequently appointed to serve as the Program Coordinator, a position he continues to hold.

Under Richard's leadership, the program established professional standards that exceeded many traditional Constable requirements and created a structured framework for cooperation between Constables and criminal justice partners. The program has helped improve relationships between Constables, municipal police departments, county detectives, prosecutors, and other law enforcement agencies throughout the region.

Since its inception, Task Force members have provided valuable support services that allow police officers and detectives to focus on responding to calls for service, conducting investigations, preparing cases for prosecution, and reducing costly overtime expenditures. The program has become a respected model for professional development, operational accountability, and public safety collaboration within Monroe County.

Richard's work in developing and coordinating the Monroe County Constable Task Force & Accreditation Program reflects his long-standing commitment to strengthening the profession, promoting higher standards, and expanding the positive role Constables can play within Pennsylvania's criminal justice system.

Richard currently serves as President of the Monroe County Constables Association, a charitable and professional organization dedicated to supporting public safety initiatives, professional development, community service, and charitable outreach throughout the region.

Under his leadership, the Association has expanded its role as both a professional resource for Pennsylvania Constables and a respected community partner throughout Monroe County. The organization has successfully developed and supported public safety initiatives, charitable assistance programs, professional training opportunities, and community outreach efforts benefiting Constables, law enforcement professionals, veterans, students pursuing careers in public safety, and families facing hardship.

One of the Association's most significant achievements occurred when the Monroe County Constables Association was formally voted into membership on the Monroe County Criminal Justice Advisory Board (CJAB) as a non-voting member organization. This historic milestone marked the first known instance of a Pennsylvania Constable organization obtaining representation within a county Criminal Justice Advisory Board, providing Constables with a voice in collaborative discussions involving courts, law enforcement agencies, prosecutors, defense stakeholders, corrections officials, and other criminal justice partners.

The Association also partnered with the LETI (Law Enforcement Treatment Initiative) program serving Monroe County. Through this collaboration, Association members volunteered their time to assist and mentor program participants, helping connect individuals experiencing homelessness, substance use disorders, and other life challenges with treatment resources, support services, and opportunities for long-term recovery and stability. This partnership reflected the Association's commitment to community-based solutions that improve public safety while supporting vulnerable members of the community.

Richard's leadership has focused on strengthening relationships between Constables and the broader criminal justice community while promoting professionalism, accountability, public trust, and meaningful service to the citizens of Pennsylvania.
